WEST NILE LEADERS WELCOME (CiVoRiDe) PROJECT TO SUPPORT MAGINALISED GROUPS IN THE REGION

The
marginalized people in west Nile region have continued to escalate due to
poverty, illiteracy and limited support for such voices to be heard. The
Citizens Voice for Economic Rights and Development (CiVoRiDe) project looks forward
to enhance the civic activism of poor marginalized youth, People With Disabilities (PWDs) adolescent mothers and women to
meaningfully enjoy economic rights for sustainable livelihood in West Nile
region. It is a 24months project implemented in the districts of Arua, Koboko and Nebbi with
funding from the Ministry of Foreign Affairs of the Netherlands.
The project
focuses to amplify the voice of 68 rural youth and 55 women groups and 18 women
led market vendors associations, to influence pro-poor government entrepreneurship
funds to become responsive and inclusive. The project provides space for engagement
between targeted groups and relevant authorities on access to programs such
Youth Livelihood Program, Women Entrepreneurship Program and Operation Wealth
creation. Additionally, it provides opportunities to undertake round table
discussions on land rights and creating women friendly market environment to
women led market vendors Associations.
West Nile
regional leaders in a meeting held at Golden Courts, Arua district agreed to
cooperate with the implementing organizations, Center for Governance and Economic Development (CEGED) and Rural Initiative for
Community Empowerment (RICE) West Nile on the implementation strategy.
Whereas the
government has put measures to empower youth through Operation Wealth Creation
(OWC) Youth Livelihood Fund, youth’s are still challenged with the choice enterprises
which take long to yield fruits. According
to CEGED’S study, youth prefer quick venture like Horticulture that brings in quick money which Operation
Wealth Creation does not consider hence
the poor youth marginalized on choice of livelihood program. Vincent Katungye, team Leader said in his
speech.
The chairman
Arua district, Wadri Sam Nyakua, advised leaders to deliver the right
information to people as one way of empowerment for this reduces their
vulnerability. On challenges of Youth Livilihood Program (YLF) he commented on groups who register
projects of bee keeping and on ground cant table a single beehive. He added
that the problem of lack of land should be blamed on individuals who sell all
their land and stay homeless.
“The women
being the most affected have hope to own land when they are married only to be frustrated
by in-lows who chase them away from their homes in the event of loss of their husbands. With the existence of Local Council court system, some cases will
solved” Komakech Denis from Uganda Law Society Arua.
CiVoRiDe
project key activities will be mobilizing youth and women for evidence based
advocacy, informing the citizens through a variety of media communication
channels i.e. Radio, TVs, print media press release, regular press briefing,
policy briefs to influence policy and policy makers, forum theatres, special
council sessions, mobilizing of the action will be anchored on the rights based
approach to programming and inclusive citizens local governance principles.

Affairs of the Netherlands and is supported by OXFAM Novib and being
implemented by CEGED and RICE West Nile region.
